Jackson- Senator Joey Fillingane filed a resolution on Monday that will change the state's constitution to add that life begins at conception and that public funds cannot be used to pay for an abortion unless the mother's life is in danger.
The bill is similar to the "personhood amendment" which 58% of voters rejected in last year's general election. Some people say if that amendment failed then the new resolution would also fail. Governor Phil Bryant beleives the personhood language may have been too confusing for voters and believes the new resolution would be a lot clearer.
If both House and Senate leaders approve the resolution, it will be placed on the November 2012 ballot. Sen. Fillingane wouldn't comment on the issue, but previously told reporters he's not expecting the issue to make it to the ballot this fall.
