JACKSON, Miss. (AP) - Mississippi Gov. Haley Barbour says he wants more power to cut state spending when times are tough. The Republican told top lawmakers Thursday that he wants to be able to cut the budget by 10 percent when the House and Senate are not in session. Under current state law, the governor can cut up to 5 percent. For larger cuts, the governor has to call the House and Senate back to the Capitol. Barbour says the change would give him - and future governors more flexibility for financial management. Democratic Rep. Steve Holland of Plantersville said writing a budget is a legislative responsibility and he doesn't want to give any governor too much control.
