Earlier this year a judge ordered the owner of the Upper Level to make some changes. The owner's lawyer told us it's all been done as requested. The security upgrades include adding a metal detector and hiring a security expert. The owner also had to take out a $1-million dollar liability insurance policy. The city shut down the Upper Level in June last year following a history of problems. Police said there were called to the club almost 200 times in 2008. The building houses other businesses. Officers said since the club's been shut down they've been called to the building just 13 times.
