COLUMBUS, Ohio (AP) Legislative floor actions in the House of Representatives and Senate from Thursday, Nov. 12.

HOUSE
INTRODUCED

HB 365 COLLECTIVE BARGAINING (Chandler) To eliminate an exemption from the Public Employees' Collective Bargaining Law for specified educational employees.

HB 366 ALL-DAY KINDERGARTEN (Gardner) To allow school district boards to exempt their districts from certain spending rules and the requirement to provide all-day kindergarten and to direct the duties of the Ohio School Funding Advisory Council.

HCR 32 HEALTH CARE (Hagan) To request that all the members of the 128th General Assembly of the State of Ohio support the public option as part of national health care reform.

INFORMALLY PASSED

SB 93 WAR COMMISSION (Buehrer) To establish the War of 1812 Bicentennial Commission, to prescribe the Commission's powers and duties, and to repeal sections 149.32 and 149.321 of the Revised Code on December 31, 2015, to terminate the commission on that date.

SB 203 ANIMAL FEEDING FACILITIES (Gibbs) To revise the Concentrated Animal Feeding Facilities Law, to specify that certain provisions amended by this act do not become operative until the Administrator of the United States Environmental Protection Agency approves the National Pollutant Discharge Elimination System program submitted by the Director of Agriculture, and to declare an emergency.

SB 204 MOTOR VEHICLE DEALERS (Wagoner) Relative to the termination of franchises and prohibited acts under the Motor Vehicle Dealers Law.

SB 205 PUBLIC ASSISTANCE EMPLOYERS (Hughes, Turner) To require applicants for the Children's Health Insurance Program, Medicaid, Ohio Works First and Supplemental Nutrition Assistance Program to provide information about their employers and to require quarterly reports identifying the employers.

COMMITTEE HEARINGS

SB 153 INSTANT BINGO (Patton) To change the definition of "instant bingo ticket dispenser" and to authorize a charitable organization to purchase, lease and use instant bingo ticket dispensers.

SB 175 SCHOOL FACILITIES COMMISSION (Cates) To transfer appointment of the executive director of the Ohio School Facilities Commission from the Commission to the Governor, with the advice and consent of the Senate.

SB 194 TAX REFUNDS (Kearney) To permit individual taxpayers to direct the state to transmit an income tax refund directly to the taxpayer's savings or tax-qualified retirement account.
